CARA creates a ratio and it will be fully funded under that ratio. As long as the Committee on Appropriations continues to do as they have done in the past, we will match that under the CARA bill. It does not do it historically, but we will match it.

On the other hand, we will hear that Mr. Huffman's reauthorization bill goes in the opposite direction.
Mr. Chairman, thank you, and I hope you understand it is awfully early in the morning for the Mayor and myself. You guys have a nice, leisure morning. We have to be up at 4 a.m. to have this hearing.
But the big thing is, it doesn't do any good to get on the board or the council if they don't have the authority.
