Yes, the bill states very clearly that only wildlife-dependent uses are permitted to continue only on lands added after the date of enactment of this bill. Wildlife-dependent recreation is expected to occur on existing refuge lands if the Secretary determines that the activities meet three requirements: first, they are consistent with the principles of sound fish and wildlife management; second, they are compatible with the purposes of the System; and third, they are consistent with public safety.
