Again, the gentleman from Michigan is absolutely correct. The exclusion of reserved water rights in the definition section of H.R. 1675 is intended to impose a limitation on the geographic boundaries of individual refuges and is not intended to override the disclaimer protecting existing water rights in section 8(a) of this bill.
