What is fact? The fact is we are going to spend money at $31 billion which we did not have prior to this until August if we work under a continuing resolution. We are not going to work under a continuing resolution, and the gentleman knows that. There will be a solving of this problem with the Senate if the Senate ever gets busy, and we will probably arrive at a figure of around $31 billion.
