The Coast Guard has the authority for inspection. The State has the authority for registration, not the Park Service. This is navigable water that is our water. Now, the land is there on one side. But this is our water. I have not won because I may have won a temporary battle, but there can be another park ranger--rangers. There can be another park superintendent that does not listen to anyone. Then where are we?
