None of the funds made available by this Act may be used to finalize, implement, or enforce the proposed rule entitled ``Oil and Gas and Sulphur Operations on the Outer Continental Shelf-Requirements for Exploratory Drilling on the Arctic Outer Continental Shelf'' as published February 24, 2015 (80 Fed.
