What good are two members of the council--although their being native, what will it help you if you don't have the authority to make decisions on the council?

Mr. Chairman, thank you, and I hope you understand it is awfully early in the morning for the Mayor and myself. You guys have a nice, leisure morning. We have to be up at 4 a.m. to have this hearing.

But the big thing is, it doesn't do any good to get on the board or the council if they don't have the authority.
