If this amendment passes, those holding such leases will be required to renegotiate the lease terms with DOI to include price thresholds before getting new leases. Bill Clinton would turn over--no, he's not in his grave, so I can't say that. The Secretary does not--and I repeat does not--have the authority to include price thresholds on these leases.…”
