Secretary Wilson, how does the Air Force interpret the Secretary's 80 percent mission capable rate goal--will the Air Force be assessing Mission Capable rates or Aircraft Availability rates against the Secretary's goals and will the Air Force be assessing the entire squadron or just the lead force packages (lead UTCs)?
