Mr. President, a number of my colleagues were down on the floor a little bit ago, talking passionately about the challenges our coal miners in the United States face. I want to mention Senator Manchin from West Virginia, in particular, who is someone who speaks with a lot of passion on this issue as was mentioned--so much so that I cosponsored the bill that he has been advocating, largely on the basis of his strong advocacy and, to be perfectly honest, the great respect I have for Senator Manchin.
