American officials stationed or temporarily residing in foreign countries, and officials of insular possessions of the United States.

The Conference, as you know, is more concerned with land armaments than it is with naval armament, and from the point of view of land armament the United States is per capita the least armed of any of the great nations.

A sound and stable United States is a contribution to the well-being of the world.

IT IS A PLEASURE to extend in behalf of the United States most cordial greetings to the delegates from 50 nations attending the World's Conference of the Young Men's Christian Association, meeting in Cleveland tonight.

ON THIS memorable anniversary of the independence of the Republic of Colombia, it gives me great pleasure to express to Your Excellency in the name of the Government and people of the United States most cordial wishes for the continued welfare of your great country.

I recommend that an appropriation in the amount suggested by the Secretary of State be authorized in order that the expenses which it will be necessary to incur on the part of the Government of the United States in the prosecution of the claim to final settlement may be met.

I recommend that, as an act of grace and without reference to the question of the legal liability of the United States in the premises, an appropriation in the total amount of $4,657.20 United States currency be authorized to effect settlement of these claims, in accordance with the recommendations of the Secretary of the Navy and the Secretary of State.

As President of the United States and as President of the American Red Cross, I, therefore, appeal to our people to contribute promptly and most generously in order that the suffering of thousands of our fellow-countrymen may be prevented.

For the purpose of bringing the Consular Regulations of 1896 into conformity with statutes of the United States and simplified administrative methods, the following amendments are ordered:
