This legislation is another step forward in improving the quality of the environment.

We must not continue drifting in the direction of bigger and bigger government.

But everybody is going to have to do some sacrificing in order to handle the energy crisis.

I want to say that this is the first piece of legislation in this area that we have.

The request I am submitting today would give us the essential flexibility to continue meeting those responsibilities.
