A certificate by The Adjutant General, or one of his assistants, of any fact or event officially recorded in any book, record, paper, or document on file in the War Department or in any of its bureaus or branches, is prima facie evidence of such fact or event.

The Reconstruction Finance Corporation is hereby authorized to exercise the authority contained in the said Title II of the Second War Powers Act, 1942, to acquire, use, and dispose of any real property, temporary use thereof, or other interest therein, together with any personal property located thereon, or used therewith, that the Corporation shall deem necessary for military, naval or other war purposes.

I hereby authorize and direct the Secretary of War to assume full control of the public airports on the following-described public lands.

Enlisted men of the Navy and Coast Guard who have established their special qualifications in the use of the arm or arms shall receive additional compensation.

Enlisted men of the Marine Corps while serving on board ship shall receive the same additional compensation for special qualifications in the use of ships' guns as is now or may hereafter be prescribed for enlisted men of the Navy.

Payments of allowances for quarters and subsistence may be made to enlisted men not more than one month in advance.

Authorized leaves of absence of personnel required by orders of competent authority to participate regularly and frequently in aerial flights shall not suspend such orders for pay purposes.
