The burden of armaments can be lifted.

This is the key to armament reduction.

The Soviet Union and its satellites have very large military forces ready for action.

All of us ought to do as much as we possibly can to back up our young people in the armed services.

These young men are just like we were, they appreciate more than you will ever know what you people are doing.

The Secretary of Defense is hereby authorized to redelegated, subject to such conditions as the Secretary may deem appropriate, to the Secretaries of the Army, Navy, and Air Force such functions under this order as affect their respective services.

And I want to say to you that it gives me pleasure, and I feel highly honored that General Collins would ask me to appear before his organization, just to congratulate you on your career, on your patriotism, and on the good that you have done this great United States of America.

Provided, that nothing contained herein shall be construed to prevent voluntary re-enlistments or voluntary extension of existing enlistments under the provisions of applicable laws or the regulations of the Departments of the Army, Navy, and Air Force, or the United States Coast Guard.

Notwithstanding the provisions of paragraph 1 hereof, (a) the operation of those provisions of Title III of the Officer Personnel Act of 1947, as amended, which relate to the promotion of officers of the grades of lieutenant and lieutenant (junior grade) of the Navy, and of corresponding grades of the Marine Corps, shall not be regarded as suspended in the case of any officer whose name is on this date on a promotion list as the result of selection for promotion pursuant to the said act, as amended, and (b) the operation of those provisions of Title III of the said act which relate to discharge on second failure of selection for promotion of officers of the said grades shall not be regarded as suspended in the case of any officer subject to discharge on June 30, 1951, under such provisions if the officer requests such discharge.

The operation of all provisions of law requiring professional examinations for promotion in the Regular Army of officers of the Medical, Dental, and Veterinary Corps, and in the United States Air Force of officers designated as medical, dental, and veterinary officers thereof, are hereby suspended for the duration of the national emergency proclaimed by Proclamation No. 2914 of December 16, 1950.

Just seeing the Joint Chiefs of Staff.

A representative of the Joint Chiefs of Staff shall sit with the Board as its principal military adviser in order that the Board may ensure that its objectives, policies and programs shall be related to approved plans for military operations.

There will be no military dictator.

The brave men who lost their lives in those wars would approve of the way you have chosen to honor them.

With respect to military matters the Commander of the United States Armed Forces in Germany shall continue to receive instructions directly from the Joint Chiefs of Staff.
