I haven't put in a bill.

We now have sound and forward-looking legislation in the Agricultural Act of 1954.

I now request Congress to pass a straight Soil Bank Bill as promptly as possible.

This bill does not meet their needs.

I am ready to sign a sound Soil Bank Act as soon as Congress sends it to me.

I conclude that the bill is contradictory and self-defeating even as an emergency relief measure.

Under the circumstances I believe that I have no choice but to return the bill without my approval.

The bill directs the payment of sums aggregating $276,568 to twenty-eight individuals in settlement of claims for damages based on the flooding of privately-owned lands.

I never predict what I am going to do to a bill before it gets to me.

I HAVE WITHHELD my approval from the bill (H.R. 1393) 'For the relief of the E. J. Albrecht Company.'

We must make progress, and it will be my earnest effort as quickly as the next Congress opens, to bring these things very emphatically to the attention of both the House and the Senate.

The answer is that there was no special legislation passed for General White.
