This bill does not meet their needs.

I now request Congress to pass a straight Soil Bank Bill as promptly as possible.

I conclude that the bill is contradictory and self-defeating even as an emergency relief measure.

Under the circumstances I believe that I have no choice but to return the bill without my approval.

The bill directs the payment of sums aggregating $276,568 to twenty-eight individuals in settlement of claims for damages based on the flooding of privately-owned lands.

I never predict what I am going to do to a bill before it gets to me.

I HAVE WITHHELD my approval from the bill (H.R. 1393) 'For the relief of the E. J. Albrecht Company.'

The answer is that there was no special legislation passed for General White.

We must make progress, and it will be my earnest effort as quickly as the next Congress opens, to bring these things very emphatically to the attention of both the House and the Senate.

This legislation will do much to vouchsafe to the American people and the free world the gains which will accrue from continuation of the enlightened trade policy provided for in H.R. 1.

I am pleased indeed to have your assurance that H.R. 5550 will be among the very first measures to be considered by your Committee next year.

For these reasons I have felt obliged to withhold my approval from this measure.

I return herewith, without my approval, H. R. 5188, 'To prohibit publication by the Government of the United States of any prediction with respect to apple prices.'

All the details of this bill I am not completely certain about because, after all, I have not had time to study it.

I would like to see one bill, which is so terrifically important to the United States, be handled specifically on its own merits and without the introduction of any other kind of matter.

I urge that the Congress give consideration to amendments that would enable this to be done.

Accordingly, I do not advise the enactment of additional legislation by the Congress with respect to those subjects.
