To meet this need I am transmitting, for the consideration of the Congress, the attached bill to authorize the Secretary of the Interior to establish a National Visitor Center in the District of Columbia.

I hope that the Congress will give early and favorable consideration to this legislation.

Their resolution was reflected in the Employment Act of 1946.

The last 20 years have demonstrated that the Employment Act was neither dangerous nor visionary.

The 89th Congress has responded more to this challenge than any Congress in our history.

For these reasons, I am compelled to return this bill without my approval.

The bill authorizes a military construction program.

The Congress enacts the laws.

I regret that I must return H.R. 8439 without my approval.

In our history, the Congress has occasionally passed bills which have required, in various circumstances, that executive action must be deferred until the proposed action has been reported to specified Congressional committees, and the Congress has provided a waiting period during which the Congress may, if it sees fit, enact appropriate legislation.

I sent a special message concerning these problems to the Congress on March 8, 1965, and have recommended the enactment of certain new legislation designed to combat those problems.

No act of my entire administration will give me greater satisfaction than the day when my signature makes this bill, too, the law of this land.

President Johnson specifically stated that it is the intention of the United States Government, subject to applicable legislation, appropriations, and aid policies, to help Korean efforts to achieve stable economic growth.

I urge that the Congress give these proposals prompt consideration.

Congress must, of course, be consulted, and must approve the concept of the plan.

The authority vested in the President by Section 57 of the Alaska Omnibus Act (added by the 1964 Amendments to the Alaska Omnibus Act, P.L. 88-451, 78 Stat. 507), (1) to make the grants to the State of Alaska provided for in that section, (2) to approve a plan submitted by the State of Alaska for the implementation of the purpose of that section, (3) to specify reports to be made by the agency designated by the State of Alaska in accordance with that section and to prescribe the form of, and information to be contained in, such reports, and (4) to demand access to the records upon which such reports are based.

We passed the biggest tax cut, a $12 billion tax cut, in the history of the Nation.

We passed the wilderness bill to help preserve nature's wealth in Wyoming and the West.
