I am delighted that the House of Representatives today joined the Senate in accepting the conference report on the mental health systems act.

I am firmly committed to the reauthorization of a strong Clean Air Act next year.

I am proud to be able to sign this bill into law.

This legislation will benefit the vast majority of species which have too often been neglected.

We must have enforcement powers for the Fair Housing Act.

This bill will improve the Federal Government's capacity to meet the needs of our small towns and country areas.

This bill also extends our authority to conduct rural development research and extension activities.

I am today signing S. 670, the Rural Development Policy Act of 1980.

I am pleased to sign into law H.R. 4627, which will permit the people of the Northern Mariana Islands to enlist in our Armed Forces.

I am very pleased that the House of Representatives today approved the conference report on the windfall profits tax by a substantial majority.

I am returning, without my approval, H.R. 5235, the Uniformed Services Health Professionals Special Pay Act of 1980.

The Nation owes a special thanks to all those who have contributed to the passage of this legislation.

I think their vote demands quick action on the energy legislation.

I hope that this will be a signal to the Congress to act without delay on the three major bills.

This legislation affirms and strengthens our commitment to deregulation.

This bill is a clear example of both unwise fiscal policy and unsound water policy.

This proposed legislation provides a sound and sensitive balancing of energy development with conservation of wildlife and other resources.

I urge early congressional action on the proposal.
