I return herewith, without my approval, H. R. 5188, 'To prohibit publication by the Government of the United States of any prediction with respect to apple prices.'

In Witness Whereof, I have hereunto set my hand and caused the seal of the United States of America to be affixed.

I would like to see one bill, which is so terrifically important to the United States, be handled specifically on its own merits and without the introduction of any other kind of matter.

Until such states as these have a right themselves, by their own free will, to determine their own forms of government and destiny, there could be no real peace in the world.

All the details of this bill I am not completely certain about because, after all, I have not had time to study it.

The interests and activities of the different levels of government now impinge on each other at innumerable points, even where they may appear to be quite separable.

I think this gives me just an appropriate chance to say something about the appreciation I have of the services of the good public servant.

Well, of course, I feel the reserve bill is vital.

There is a change going on.

I think the voluntary program is working.

Experience has demonstrated, however, that administrative improvements are not enough.
