I haven't put in a bill.

I believe if we get such a thing established, I would like to do it with the greatest possible cooperation of everybody that has an interest in the Government.

We now have sound and forward-looking legislation in the Agricultural Act of 1954.

This bill does not meet their needs.

Under the circumstances I believe that I have no choice but to return the bill without my approval.

In my judgment this is a case in which there has been an unfortunate failure in communications between the Executive and Legislative branches of the Government.

I think we have proved we are not complacent in the amount of money we have put into it.

I see nothing in these circumstances giving rise to equitable liability on the part of the government.

I HAVE WITHHELD my approval from the bill (H.R. 1393) 'For the relief of the E. J. Albrecht Company.'

There are no circumstances in this case that would serve to distinguish it from others wherein contractors with the United States have suffered losses for which the government was not responsible.

We must make progress, and it will be my earnest effort as quickly as the next Congress opens, to bring these things very emphatically to the attention of both the House and the Senate.

The answer is that there was no special legislation passed for General White.

I find that changed circumstances require the modification of the said Proclamation No. 3073 in the manner hereinafter proclaimed, in order to carry out the purposes of the said section 22.

Success, therefore, has been meager
