Secondly, I suggest that the Federal Government and the State government cooperate to provide a loan program for students who may not be advanced enough to secure scholarships, whose parents may not have enough money to send them to college, but who, if they could borrow the money, to be paid back after graduation, might be able to get an education, and make something of themselves in their lives.

Thus, today, the university is, in the words of Woodrow Wilson, 'the root of our intellectual life as a nation.'

Do you know that 35 percent of our brightest boys and girls who graduate from high school never see the inside of a college?

One of the things we have to do is make our children the best educated children in the world.

In our Democratic platform we have also taken note of unfair discriminations under which some of our people suffer, in securing access to housing, jobs, education and other community opportunities.

Our sons may stay at home, the products of our toil may be used for our schools and our roads and our churches, and not for guns and planes and tanks and ships of war.

I repeat: this kind of education is sorely needed in this country--and throughout the world.

The answers can be found only by broadly informed, wisely sympathetic, spiritually inspired minds, the product of general education that properly blends the practical and technical with the liberal and cultural.
