This is a division that I think has been misnamed, and I would not say mismanaged but lacking focus.

I just want to throw out an idea that I think would be helpful, and it goes to the kind of general theme of what I want to talk about here, and that is, there needs to be a Center of Excellence for cybersecurity.

We need to have a Center of Excellence for cybersecurity on all things that affect our national defense and our national security.

We need to ensure that we are doing everything we can to support the tribes.

We truly have multiple use.

That front end coordination is really important.

That is just invaluable. That is the kind of army you need to prevent people sneaking in through the back door.

This is probably the most serious issue that we are confronting, probably behind the pandemic, in this country with the most disruptive oversight process in government.

What are we doing to plus-up our effort looking at private organizations that have some skin in this game?

It is definitely a force multiplier, and more and more small businesses are coming wanting protection, understanding the risk and the liability.

The concern that I have is frequently when we talk about disclosure, it is after the breach.

Can I make a recommendation? I just visited with my insurance agents. Great people. They are now selling a product that includes cyber insurance.

There has to be a level of accountability with standards that when we look back on it, we could say, look, you should have known.

We have to fix this, and I think the Chairman has held a meeting.

This is the challenge that we have. Poverty rates, one out of every three rural counties have poverty rates in the percentage of 20 percent.

we are not going to be successful in agriculture unless we open up those trade markets.

I want to know what you can do within your role as Secretary, beyond what you have done, to try and really get people to understand... the incredible challenges that are ahead for American agriculture if we do not send the right signals…
