I believe that the Russian Government needs to be called to account in front of every international forum, because it has a bloated, obscenely large tactical nuclear stockpile, which makes no military sense.

The Russians have no interest, and they have said so explicitly, no interest in arms control, whether it is for offensive, strategic forces, or for their theater forces.

I have always found it difficult to explain things that don't make sense, and I don't think it makes sense to the American people.
