We need to make sure that we strengthen the norms, we make sure that we use that diplomatic power.

Today's hearing illuminates the fragility of this democratic transition.

I would just urge us to understand that sanctions are much preferred than using military, and in many cases, they have allowed us to get results without the use of our military.
