Judges would make pretty rotten legislators.

When Congress passes an unconstitutional law, it is, in fact, the Congress that is violating the long-term will of the people.

It serves, too, as a reminder of the modest station we judges are meant to occupy in a democracy.

It is for this body, the people's representatives, to make new laws, for the Executive to ensure those laws are faithfully executed.

It has to be a rational reason, not one that I find personally persuasive.

It is important and vital that it work, because it is the people's voice.

Senator, if that is where the law and the facts lead me, do it without hesitation.

There is a need to remind people how to talk to one another, how we talk to one another.

If it has not done so, with respect, that is not my fault.

I just wanted someone to come in and look at the law and look at the facts, study it as hard as they could, and make as neutral and dispassionate a judgment as they could.

The handful of floor statements that the Court treats as authoritative do not `reflec[t] any general agreement.'

I do not believe that is part of the judicial function, and I do not believe that is what good judges do.
