Ned Price: “President Biden likes to say that big nations don’t bluff. President Putin now knows that the United States wasn’t…”

If, in fact, Russian forces do intentionally target civilians, there will be massive profound consequences, for war crimes, for atrocities, for human rights abuses.

It is never in our interest to see Russian aircraft and American aircraft coming to such close contact. We want to make clear as we did today, as we did yesterday, that this kind of activity should cease.

We want to send a single, unambiguously clear message to the Russian Federation that this is unacceptable. This is something that we take very seriously.

We want to see accountability for the violence that has been inflicted on these Americans.
