The text of the amendment is as follows: In section 2(b)(2)(A)(i), insert ``or elsewhere'' after ``in the United States''. In section 2(c)(2)(A)(i), insert ``or elsewhere'' after ``in the United States''. The Acting CHAIR. Pursuant to House Resolution 497, the gentlewoman from California (Mrs. Capps) and a Member opposed each will control 5 minutes. The Chair recognizes the gentlewoman from California.
