I thank my esteemed colleague for yielding time. Mr. Speaker, I rise in strong opposition to this resolution to overturn the FCC's open Internet rules. The public wants us to focus on job creation. And yet here we are debating this resolution that would do the exact opposite. It doesn't create jobs, not one. Instead, it injects uncertainty into our recovering economy. It stifles innovation in our fastest-growing industries. The FCC open Internet rules ensure Americans can fully utilize all of the benefits the Internet provides, creating good-paying, head of household jobs along the way. But the resolution before us today jeopardizes all of that. Like a government shutdown, this resolution will hurt the economy, and I can't support that. Now the public has made it clear: They expect us to cut spending in our CR, and we will. A deal is very close at hand, but Republicans are holding it up at the eleventh hour. Why? Well, apparently, it's not about the money. Instead, the holdups are the extraneous non-budgetary issues Republicans are trying to force into this funding bill, like cutting funding for women's health and letting polluters dirty our air. Mr. Speaker, even Republican Senator Tom Coburn, who is nobody's idea of a pushover, has urged his party to drop the policy riders in order to avoid a shutdown. They should listen, Mr. Speaker. on behalf of the patients of the Central Coast of California and all across America, I rise today to say that enough is enough. With only 36 days left in this Congress, the House has yet to debate and vote on real managed care reform. The leadership has consistently blocked efforts to bring a comprehensive HMO or health care reform bill to the floor, and the American people deserve better. Instead, this week the House will vote on partisan bills that have just been slapped together, and not the bipartisan patients' rights measures that already have significant support here in the House and all across this country. As a nurse, I know firsthand the importance of accessible, quality, patient-centered health care. Basic patients' rights can mean the difference between life and death. As I meet with constituents in my district, no matter what the occasion, they very often come forward to me with their concerns about their health care. Sometimes these are dramatic stories which make the news, which horrify us all. More often, though, they are individual instances of promises not kept, compromised outcomes, resources depleted, and care that is just halfway good. My fellow nurses tell me with great sadness in their voices how it hurts to deny basic health care needs; to send frail, elderly patients home alone, so dizzy they cannot even stand. I rise today in support of Agriculture Risk Protection Act Conference Report. This bill provides important support for our Nation's farmers an ensures that Americans will have a steady, affordable food supply. I want to address an issue that is of particular importance to my district--the spread of Pierce's Disease. I am pleased that this bill includes much-needed funding to combat Pierce's disease and the Glassy-winged Sharpshooter which spread it. This disease is having a devastating effect on California vintners, and needs to be brought under control before it does even greater damage. Although outbreaks in my district have been limited, recent sightings of the Glassy-winged Sharpshooter are very worrisome. Just the other day eggs of the Glassy-winged Sharpshooter were found on plants at two northern San Luis Obispo County nurseries. While we have been experimenting with different ways to combat Pierce's Disease, currently there is no known cure. Central Coast wine grape growers are banding together and contributing funds to fight this disease. We in the federal government need to support these efforts.2 sources2000govinfo.gov
