“I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 5, line 8, strike ``subsections (a), (b), and (d)'' and insert ``subsections (a), (b), (d), and (e)''. Page 5, after line 8, add the following new section: SEC. 5. STATE AUTHORITY. Section 328 of the Clean Air Act (42 U.S.C. 7627) is further amended by adding at the end the following: ``(e) State Authority.--Any State with delegated authority to implement and enforce this section may impose any standard, limitation, or requirement relating to emissions of air pollutants from an OCS source if such standard, limitation, or requirement is no less stringent than the standards, limitations, or requirements established by the Administrator pursuant to this section.''.
