This is the Jeffords test trigger amendment. Under the bill, grades 3 through 8 will have to be tested by each State. The Federal Government is supposed to fund the cost of those tests. The amendment merely says if there is no money, there is no test, at least for that year. This is to prevent the States from being placed in a position of having no money and having to administer very expensive tests.
