Let me assure my colleagues who are listening, who are watching, that the anxieties of the gentleman from Texas are not well taken. This resolution has been carefully drafted. This is a gentleman who is concerned about the promiscuous use of our military forces on peace enforcement, peacekeeping activities around the country. As I will try to show point by point, the concerns of the gentleman have been taken into account. And, in fact, what we are doing here has been very carefully crafted and is appropriate as a military and foreign policy response to the crisis in East Timor.
