Yes, it does, Mr. Chairman. Section 16 of H.R. 2507 requires the Export-Import Bank to reassess its adverse economic impact test as a result of the $18 million Ex-Im Bank loan guarantee to the Benxi Iron & Steel Company and specifically references this bank transaction. Currently the Ex-Im Bank has economic impact procedures which consider the potential negative impact on the U.S. economy of goods manufactured by the purchasers of the U.S. exports. However, it does not adequately consider indirect impacts.
