The Clerk read as follows: Mr. Israel moves to recommit the bill H.R. 1731 to the Committee on Homeland Security with instructions to report the same back to the House forthwith, with the following amendment: Add at the end of the bill the following: SEC. __. PROTECTING CRITICAL INFRASTRUCTURE, AMERICAN JOBS, AND HEALTH INFORMATION FROM CYBERATTACKS. (a) In General.--Subtitle C of title II of the Homeland Security Act of 2002 (6 U.S.C. 141 et seq.) is amended by adding at the end the following new section: ``SEC. 232. PROTECTING CRITICAL INFRASTRUCTURE, AMERICAN JOBS, AND HEALTH INFORMATION FROM CYBERATTACKS. ``(a) In General.--The Secretary of Homeland Security shall undertake on-going risk-informed outreach, including the provision of technical assistance, to the owners and operators of at-risk critical infrastructure to promote the sharing of cyber threat indicators and defensive measures (as such terms are defined in the second section 226 (relating to the National Cybersecurity and Communications Integration Center). In carrying out this outreach, the Secretary shall prioritize the protection of at-risk Supervisory Control and Data Acquisition (SCADA) industrial control systems, which are critical to the operation of the United States economy.…”
