We have such an array of public health and science emergencies: we have Zika; we have Ebola; we have public health emergencies; we have pandemics, epidemics. Now is the time for us to recruit the best and the brightest in the scientific community. Title 42 gives us the ability to do that. This amendment would undermine that ability, and it should be defeated.
