“2 years ago the President stood up there at the podium during his State of the Union address and boasted at the time that there were no nuclear weapons pointed at the United States of America. Just a year later, there were no less than 13 targeted at the United States by China, and done so presumably with the targeting technology and satellite communication equipment that they ended up with through the signing of the six waivers, that have been mentioned, by the Clinton administration, the President himself. We should not go on the assumption that Russia is telling us the truth that they are no longer targeting the United States. We should not go on the assumption that China says, ``Don't worry. We are not interested in targeting the United States.'' In fact, we should go on the opposite assumption. The fact is that throughout the world, whether it is Russia or China or some terrorist organization, there will be at some point in the future of this country a threat or a missile launched against this country. We can today prepare for that.”
