You can't have all of this change that has been developed in the states or all of the reluctance to change that has been developed in other states and say that this is somehow one-size-fits-all.
The only individuals who can guarantee that these dollars are being spent efficiently are the ones who are closest to the children who are affected.
Just giving parents the opportunity to choose empowers them in a way that is helpful.
