The whole theme here is one of local government. Local government is the closest to the people, the most accountable to those who are paying the taxes, and all three of these topics that we have discussed here really center around the theme of local authority and the notion that centralizing power and decision-making in Washington is a recipe for failure. Going back to the welfare issue, when the debate took place on whether to reform the welfare system, the gentleman is right, there are people who said we cannot watch Washington give this authority up; it will hurt people. We are seeing now in the debate on education reform the exact same dynamics. People here in Washington are saying, wait a minute; we cannot cut the Federal bureaucracy in Washington. That will hurt schools.
