Mr. President, reserving the right to object, this request, again, has come to us just moments ago. This is the first time we have had a chance to look at this. I will not speak to the merits of the bill and the problems that may exist, but this is not the way to handle this. As you know, we are now in December, in the lameduck session. There are things that could have been brought up any time in the last 1\1/2\ years to 2 years, and we have focused specifically on making sure taxes are not increased for Americans between now and January 1. All Americans are concerned about those taxes going up. As a result, I think it is time to stop the theater we have and get to the business we all know we need to address and I object.
