On rollcall No. 23 I was absent because I was having a root canal. Had I been present, I would have voted ``aye.'' Mrs. McCARTHY of New York. Mr. Chair, I was unavoidably detained on January 26, 2011 and missed rollcall vote No. 23 on the amendment to H.R. 359 offered by Representative Peters. If I had been present, I would have voted ``aye'' on rollcall No. 23.
