The senior assistant bill clerk read as follows: The Senator from West Virginia [Mrs. Capito] moves to commit the bill, H.R. 1319, to the Committee on Finance with instructions. The motion to commit is as follows Motion to Commit With Instructions Mrs. Capito moves to commit the bill, H.R. 1319, to the Committee on Finance with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with changes that-- (1) are within the jurisdiction of such committee; and (2) in order to fix and enhance our Nation's infrastructure, create jobs, and help our economy recover from the COVID-19 pandemic, reduce the amounts appropriated for the Coronavirus State Fiscal Recovery Fund and the Coronavirus Local Fiscal Recovery Fund and dedicate such amounts to pay for bipartisan surface transportation reauthorization legislation.
