I would like to talk about the Comprehensive Addiction and Recovery Act, known as CARA, and strongly urge my colleagues to lay down the feud and have common sense. I am going to talk about why this is so very important. This is a comprehensive step forward. It has been worked on for years. This is not a fly-by-night bill. This is a very comprehensive bill, a national response to the drug epidemic that we see like a fire rushing across America. It expands prevention and education efforts and promotes resources for treatment and recovery. I say often there is no one solution to this problem. There is a spectrum of solutions, and CARA addresses a spectrum of solutions.…”
