American Manufacturing has long been the pride of our Nation and the core of our success. American cars, textiles, steel, aircraft, timber and other industries formed a secure base from which we could provide for our own, with quality materials and support for a strong export economy. However, the erosion of this manufacturing base, with more jobs going overseas, through trade policies and our own government failing to 'Buy American,' has led us to a point of crisis. We are taking steps to right this ship and return us to a place of strength in manufacturing. H.R. 4380, the U.S. Manufacturing Enhancement Act, MTB, is one of the most important actions Congress can take to preserve and expand good American jobs. H.R. 4380 cut the costs of doing business in the United States and boost American manufacturing exports. U.S. manufacturers large and small can use the MTB's tariff suspension provisions to obtain raw materials, proprietary inputs and other products that are not available in our Nation. This reinvestment is critical, as the manufacturing sector has been disproportionately harmed by this recession.
