This bill seeks to address a real and pressing crisis facing an important segment of our trucking industry. That problem is twofold: First, owner-operators are being hit hard by high diesel fuel prices and simply do not have the market clout to negotiate the same sort of arrangement that the larger companies can to offset those costs. Unable to cope with high diesel prices, many owner-operators are simply unable to continue in business. In fact, fuel prices were the primary factor in the 1,365 trucking company bankruptcies which occurred during the first 6 months of this year.
