I urge defeat of this amendment as well, largely along the same lines as the earlier amendment. ``None of the above'' is the ultimate and unnecessary escape clause. The proposal for its inclusion on the ballot suggests that there exists some other option for permanently resolving Puerto Rico's status in a manner compatible with the U.S. Constitution beyond the three options of independence, sovereignty in association with the United States, or statehood. Such a belief defies the conclusions of the international community, the courts, and the executive branch. There is no other viable option than the three to be presented on the second ballot as provided for in the underlying bill. Thus, this ``none of the above'' amendment is not about progress, but rather inconclusiveness. Self-determination for the people of Puerto Rico should no longer be thwarted by inconclusiveness nor held captive to any pursuit for a status change not deemed viable under the U.S. Constitution or international law. I urge defeat of the amendment.
