At this time, it is my pleasure to yield 4 minutes to the gentlelady from Ohio (Ms. Kaptur), a very powerful lady on the Committee on Appropriations, the ranking member on Energy and Water Development.

I am very happy at this time to yield 2 minutes to the gentleman from Minnesota (Mr. Peterson), a strong supporter, the cosponsor of this legislation, original cosponsor of it, and the ranking member of the Committee on Agriculture.

But in these downturns in the past, we have always felt the Government is trying to help us get out of these downturns in the coal industry. That is not the feeling now.
