I recognize the need to address the threats posed to our Nation and the American economy in cyber space, but I also believe we must be very careful in maintaining the appropriate balance between protecting our national security and preserving our civil liberties. Given the concerns about this measure and the perceived threat to sensitive and personal information of American citizens, I believe that the House should take additional time to deliberate on this measure. The American public deserves an opportunity to gain a fuller understanding of the provisions included in this bill and how their daily lives may be affected by it. For these reasons, I will oppose the bill. The Acting CHAIR. All time for general debate has expired. Pursuant to the rule, the bill shall be considered for amendment under the 5-minute rule.
