At this time, I am happy to yield 4 minutes to the gentleman from Virginia (Mr. Moran), who is leaving this august body, but certainly, we will continue to rely upon his wisdom and friendship, wisdom that is except on this particular bill, the ranking member of the Subcommittee on Interior and Environment on the Committee on Appropriations.

I am very happy at this time to yield 2 minutes to the gentleman from Minnesota (Mr. Peterson), a strong supporter, the cosponsor of this legislation, original cosponsor of it, and the ranking member of the Committee on Agriculture.
I would urge my colleagues to ensure that labor remains engaged in the conversation, and that aviation programs receive robust, stable funding and to keep air traffic control in the realm of good Government, where it belongs.
We need a partnership, a co-partnership here, if you will, with GSA and OMB to work through this issue.
