I would remind the gentleman from Pennsylvania that the bill he is promoting, H.R. 7, means to his home State of Pennsylvania a cut of $948 million, and it destroys some 32,983 good-paying jobs. For fiscal year 2016, in the State of Pennsylvania, the level of funding will be less than that for fiscal year 2004. That's what H.R. 7 would mean to the gentleman's home State of Pennsylvania.
