I would suggest perhaps the other party that he did not refer to should be called the ``RWWK'', the ``right wing whacko kids'' for some of the philosophy they have been espousing here today. I commend the gentleman from Ohio for his tenacity. I do not agree with his amendment, but certainly his tenacity is to be commended. This amendment is, indeed, a thinly veiled attempt to turn back almost all highway responsibilities to our States, to devolve the Federal responsibility. So it just pertains to interstates and roads within our national parks, our public lands, and Indian reservations. That is it. There would be no other Federal highway-related responsibilities.
