since the time is so tilted, I would hope that my chairman from California would use more time before I yield my next amount of time. Before I do that, I do want to commend the gentleman from Louisiana who has just spoken. Although we deliver on this issue, he has done his State and his district superbly. He has been patient, persistent and has worked with me on this issue, as has the chairman, I might add. I do want to salute Mr. Melancon for the tremendous work and patience he has had on this legislation.
