There being no objection, the material was ordered to be printed in the Record, as follows: (Purpose: To establish a Federal loan program to carry out the activities provided under the Act) At the end of the bill, add the following: TITLE IV--FEDERAL LOAN PROGRAM SEC. 401. FEDERAL LOAN PROGRAM. (a) In General.--Notwithstanding any provision of title I or title II, the President, acting through the appropriate Secretary, shall ensure that any funds provided under this Act shall be used to award loans to States and localities to carry out the activities described in the appropriate title. (b) Amount.--The amount of a loan authorized under subsection (a) shall be based-- (1) under title I, on the allocations determined for a State under title I; and (2) under title II, on the grant programs cited under such title. (c) Repayment.--A State or locality shall not be eligible for further assistance under this section during any period in which the State or locality is in arrears with respect to a required repayment of a loan under this section.
